Sounds like an OAH (old age hamster) problem to me, you see the side scrollers are connect to a little hamster on a wheel down in your pc case, everytime you pull them up or down it rings a little bell to tell him to get running and activate the scroll bars, but with OAH your more then likely scaring the little bugger while hes sleeping and hes fallen out of the wheel.
Two things you can do;
get a new hamster, little bit costly,
get a light that slowly illuminates instead of the bell, this will be slower to activate but will be much cheaper.

as above..... or squirt a little wd40 on the chains inside the case... could be a little bit stiff from all the hamster piss,

right click c: drive > properties > tools tab > error checking - check now > tick both boxes and start.

It will mention that it will carry out this task next time you switch on, so restart your comp and let it run.

Or you can open up the hard drive with a hammer and chisel and look for the bad sectors with a magnifying glass, if you find any, sometimes they stop being bad, just by a stern telling off. If they persist use fine grade sandpaper.

Silly Gemma, everyone knows the best way to remove bad sectors is to take a really powerful magnet and run it across the HD, that way all the bad sectors are sucked off the discs and can be thrown away safely.

No, no, no! :x If we've learnt ANYTHING from Slappeh, it's to wrap defective hard drives in cling film and pop them into the freezer for an hour or two :bookworm:
