I've recently come to find that this file located below
C:\System Volume Information\
is nearly 9GB and is increased by Windows, I'm taking a guess and saying its my recovery folder, so if I ever do bother recovering its all there (I usually just format and get it over with... >.>). Ummm, firstly, can anyone tell me exactly what it is and secondly can you tell me if it's ok to remove it from my hard-drive as 10GB that appears to be doing nothing on my poor 80GB hard-drive, this space is very valuable.

It should be a folder not a file.
It should also be hidden.
It's the folder which stores system restore information for your restore points etc., it has other functions aswell
I wouldnt delete anything in there

You should have had to change a few things(permission/file ownership etc.) to be even allowed open the folder....did you?? (doesnt really matter...just wondering. It would be wierd if u didnt...)
It's a system operating folder...
as i already said.....i'd leave it alone.

or get another Hard drive

Ok, I done some homework and it is what I thought it was. It's a stupid Restore Point Folder! > <
System Restore and everytime you install uninstall or whatever it logs that and creates a restore point. But apparently I am able to disable is
So... now all I have to do is some snooping around to find it, I seem to remember seeing the option to turn it off before.

Getting another Hard-drive isn't an option for me... if it were I would have bought a 200GB long before now. >.>

Yes... I can actually take the floppy drive out (which I never use). I tried that... the IDE cable supplied was slightly to short and the drives are at two angle (annoying). I went out and bought a 90cm cable, but haven't used it yet (I think it's gona cause problems with the limited space I have though. Also... I kinda... miss-placed the panel that sits in place of the floppy drive, so I don't wanna get another HDD til I get a new PC ^^;
Edit: PS. I also found how to shrink and turn off the amount it uses. If I wanted I could probs delete it without any problems. But I think that with it using only 1.5GB on my HDD is ok

To turn off System restore, (or lower the disk-space it uses):
-Go to your My computer properties (right-click)
-Go to the sustem-restore tab, and there you can either turn it off entirely for the drive, or set a smaller amount of diskspace for it, through the "settings" button.

Hehe, yus my suspisions were correct, I found it indeed as you already know.... now  . I just turned it off. I hate system restore it's never actually worked for me... I suppose I should allocate a little space for it, maybe 200MB, I think I can stop if from monitoring my hard-drive so it doesn't track everything I install or uninstall only what I put in. ^^;
