You can, I think Windows Blinds allowed you to do that. I think it's Shareware so it's a free download with a stupid trial (Nothings free in life... >.>)

I have a icon theme changer. Its called icon packager. Its not free, yet another trial one, but you will have enough time to find icons that you like.
I've posted my desktop on the thread with my changed icons.
